Honorary degree citation - Jacques G. Francoeur

Mr. Chancellor, I have the honour to present to you Jacques G. Francoeur, an outstanding businessman and philanthropist, esteemed for his contribution to the economic development of Québec.

Né à Montréal en 1925, Jacques Francoeur est un ancien journaliste qui a fait une longue et fructueuse carrière dans l'édition de presse. En 1941, après ses études au Sir George Williams College, il se lance dans le journalisme à Montréal comme reporter à La Patrie, à l'hebdomadaire Le Petit journal, puis aux quotidiens The Montreal Daily Star et The Gazette. Quelques années plus tard, il achète Le Guide du Nord, qui sera à l'origine d'une des plus importantes entreprises de presse du Canada français, et lance par la suite Le Dimanche matin et Les Journaux Trans-Canada.

In 1973, Mr. Francoeur founded Uni-Media, which would become a publishing conglomerate employing 2,000 employees in four printing plants, a weekly and two dailies: Le Droit in Ottawa, Le Soleil in Québec City, Le Quotidien in Chicoutimi.

In 1988, Mr. Francoeur created and directed a $10 million foundation, La Fondation Jacques Francoeur, to help the needy and encourage journalists interested in newspaper management. His specific interests include social, education and artistic projects for the disadvantaged, but the foundation also provides scholarships for Québec journalists.

An active member of numerous professional and community associations, he is a former president of the Newspaper Association of Canada and the Daily Newspaper Association of Québec. He has been on the Executive of the International Press Institute in London, and from 1982 until 1990 he served on the Board of Directors of the American Association of Newspaper Editors.

L'Université d'Ottawa lui a décerné un doctorat honorifique en commerce et le Conseil du patronat du Québec l'a nommé membre de son Club des entrepreneurs en reconnaissance de sa contribution à l'essor économique du Québec. Il est membre du comité d'examen des plaintes de la Sûreté du Québec. Il a longtemps fait partie de la Commission de la sécurité publique de la ville de Montréal et du Conseil consultatif sur l'administration de la justice au Québec. Il a en outre présidé le Comité d'enquête fédéral-provincial-municipal sur la protection civile au Québec. M. Francoeur a été nommé membre de l'Ordre du Canada en 1994.

Mr. Chancellor, it is a great honour and privilege for me to present to you, on behalf of the Senate and by the authority of the Board of Governors, Jacques G. Francoeur, so that you may confer on him the degree of Doctor of Laws, honoris causa.
