Honorary degree citation - Henri-Paul Rousseau

Mr. Chancellor, I have the honour to present to you Mr. Henri-Paul Rousseau, Chairman and Chief Executive Officer of the Caisse de depot et placement du Québec (CDP), President of CDP Capital.

En période de tourmente économique, la barre doit être confiée à des capitaines d'une résistance exceptionnelle, animés de laforce nécessaire pour braver la tempête, naviguer adroitement et raisonner avec clairvoyance. Comprendre le réseau complexe des liens qui unissent le social et l'économique n'est pas une mince tâche. Les analystes ont beau tenter d'en circonscrire sur papier la réalité fluide et s'évertuer à la fixer sous forme de tableaux, le système est en constante mutation. Il faut du caractère, de l'énergie et un sens de la vision, conjugués à un sens aigu de l'immédiat, pour assurer la stabilité de nos institutions financières. Pour assumer des responsabilités de cette envergure, le Québec a pu compter sur M. Henri-Paul Rousseau au cours des quinze dernières années.

Henri-Paul Rousseau, the youngest of eight children, lost his father when he was five. His mother, a teacher by trade, took a job in an Eastern Township factory because it paid more. The difficult working conditions led her to become an activist for the labour movement, then chair of the Canadian Council on the Status of Women and then a Senator. This fantastic woman's life teaches the lesson that if you do not allow the world to change your character and morality, your character and morality can change the world.

M. Rousseau a même traité de la notion de force de caractère en affaires dans sa thèse de doctorat à l'Université Western, qui avait pour sujet l'élaboration d'un modèle économique du comportement face à des prévisions économiques qui ne se concrétisent pas. Son intérêt précoce pour les problèmes soulevés par l'instabilité d'une entreprise commerciale s'est révélé prémonitoire.

M. Rousseau taught economics at the Université du Québec à Montréal until 1975, alors qu'il a joint le corps professoral de l'université Laval, pour en devenir ensuite le directeur du département d'économie jusqu'en 1986, when he joined the National Bank of Canada and found his mentor in CEO Michel Belanger.

In 1992 M. Rousseau left the National to head the general insurance division of the Laurentian Group. He took over the Laurentian Bank's CEO post after Dominic D"Alessando left, and in eight years managed to increase the bank's profit from 10 Billion to 18 billion, rocketing the share price from 18 to $30. M. Rousseau's success in negotiating complex business decisions during a period of intense competition from the Toronto based Mega banks and Laurentian's main shareholder, Desjardins, came from holding true to his core beliefs, and facing each new day with new ideas and hands-on management.

Today, this great man of the economy has recently taken on perhaps his greatest challenge: the Caisse de dépôt; Quebec's 140,3 billion dollar pension fund. It is one the top ten such funds in the world. The strength of its financial reserves is considered by many to be the driving force of Quebec's economy. As such, it had become cluttered with all manner of interests, political, economic, personal... lacking in a strong singular vision, reeling from the collapse of the tech sector, damaged by questionable investments, losing money and teetering on the brink of collapse itself... who did we send to fix it?

M. Rousseau says of this daunting task, "To arrive at a time when we are facing such a complex situation, it's just a great, great opportunity. I dosense, internally and externally, that people want change to happen. So when you combine all this, a man should be happy."

En dirigeant la Caisse de dépôt et placement du Québec, M. Rousseau, à maints égards, pilote aussi notre économie. C'est grâce à sa propre attitude, à sa force de caractère et à son dynamisme qu'il parvient à simplifier des enjeux complexes. Pourquoi mènera-t-il à bien cette nouvelle mission? Parce que ce n'est pas la puissance financière de la Caisse qui est garante de son succès, mais la détermination de personnes capables de transformer cette énergie économique en mieuxêtre pour le Québec tout entier.

M. Rousseau is honored today for his strength of character and his unbending will that affects positively the economic environment of our land.

Mr. Chancellor, on behalf of Senate and the Board of Governors, it is my privilege and an honor to present to you Mr. Henri-Paul Rousseau so that you may confer upon him the degree of Doctor of Laws, honoris causa.
