Honorary degree citation - Wendy Cukier

Mr. Chancellor, I have the honour to present to you Heidi Rathjen and Wendy Cukier, two remarkable women whose devotion, energy and perseverance resulted in the adoption of Bill C-28 on gun control by the Canadian Parliament. On December 6th of each year, we mourn the senseless death of 14 young women. Because of Heidi Rathjen and Wendy Cukier, the freedom to possess firearms has been severely limited. Although this should have been an easy fight, we all know this was not the case. Today we celebrate Ms. Rathjen and Ms. Cukier for their struggle in the face of much opposition and for their triumphant victory.

Heidi Rathjen était étudiante en génie civil en 1989. Fermement décidée à ce que ne se reproduisent plus jamais les assassinats perpétrés à l'École Polytechnique de l'Université de Montréal, dont elle avait été témoin, elle a pris en charge la coordination d'une pétition étudiante en vue d'interdire les armes à feu. Au moment où elle a obtenu son diplôme quelques mois plus tard, plus de 560 000 signatures avaient été recueillies par voie de pétition, présentées au gouvernement Conservateur. Malheureusement, le projet de loi qui en a découlé, tiède et timoré, n'incluait même pas l'interdiction des armes à feu; il a été rejeté en deuxième lecture.

Mme Rathjen avait quitté son poste d'ingénieure à Bell Canada pour se consacrer entièrement à la Coalition pour le contrôle des armes, qu'elle a fondée avec Mme Wendy Cukier, en 1991. La Coalition a formulé des recommandations qui ont contribué à muscler le deuxième projet de loi présenté par le gouvernement Conservateur.

On the 6th anniversary of the massacre, the Coalition's intensified lobbying efforts resulted in the ratification of Liberal justice Minister Allan Rock's Bill C-68. Finally, all the measures advocated by the Coalition, including a ban on assault weapons, restrictions on sales of ammunitions, beefed up permit and registration procedures, had been implemented.

Miss Rathjen continues to volunteer for the Coalition as vice-president of the board of directors. She is generous with her expertise and was valuable ally when Concordia launched its own gun control petition following the shootings in 1992.

Today, she works behind the scenes with a public interest organization set up by a public health network for anti-tobacco legislation in Quebec. The network represents more than 630 health, youth, municipal and community organizations.

Mme Wendy Cukier a su mener de front une carrière dans les affaires et une carrière professorale tout en s'engageant à fond dans le bénévolat. Très connue en tant qu'experte en télécommunications et dans les nouveaux médias, ayant largement offert ses services de conseils dans les secteurs publics et privés, elle enseigne en plus l'administration et la gestion de l'information à la Ryerson Polytechnic.

Often working more than 40 hours a week as a volunteer, Ms. Cukier has been responsible for strategy development and much of the Coalition's daily activities. She has been active in lobbying politicians, forging links with other groups, preparing communications materials, research and fundraising. Professor Cukier personally financed much of the Coalition's early activities; she also raised $1 million over the past seven years. The Coalition now boasts 18,000 individual supporters and more than 350 policing, criminal justice and community groups.

Wendy Cukier est la principale auteure de la Position de la Coalition pour le contrôle des armes ainsi que des mémoires qui ont été présentés en marge des projets de Loi C-80, C-17 et C-68. À l'heure actuelle, elle poursuit des études de doctorat en sciences de la gestion à l’Université York.

Together Wendy Cukier and Heidi Rathjen have received numerous awards for their work. Among them they have shared the 1992 award from the World Congress on Violence and Human Coexistence, and honorary doctorates from Université Laval in 1996. Ms. Rathjen received the 1996 Government of Quebec’s Prix de la Justice; Ms. Cukier received the Toronto Sun’s Woman on the Move Award in 1991 and a Canada 125 medal in 1992. Recognized as a mentor and supportive colleague, she was given her faculty association’s Ryersonian of the Year Award last year.

Monsieur le Chancelier, j’ai le privilège et l’honneur de vous présenter, au nom du Sénat et par autorité du Conseil d’administration, Mmes Heidi Rathjen et Wendy Cukier à qui je vous demande de bien vouloir octroyer le diplôme de doctorat honorifique en droit.
