Biography
Professor Chalk has previously taught at Texas A & M University and was a Fulbright Professor at the University of Ibadan (Nigeria). In January and February 2001, he was a Fellow of the Center for Advanced Holocaust Studies of the U.S. Holocaust Memorial Museum in Washington, DC. His research interests include the history of genocide and humanitarian intervention, radio broadcasting in the incitement and prevention of genocide, genocide and international law, modern American foreign policy, and the history of Africa. His publications include The History and Sociology of Genocide: Analyses and Case Studies (with Kurt Jonassohn), as well as chapters in various books and articles in The Canadian Journal of African Studies and Holocaust and Genocide Studies. He co-authored Mobilizingthe Will to Intervene: Leadership to Prevent Mass Atrocities withRoméo Dallaire, Kyle Matthews and others (2010). Prof. Chalk has participatedin training missions to Kyrgyzstan, Uganda, and Poland for the Office of the United Nations Special Adviser on the Prevention of Genocide He is currently writing a book on radio broadcasting and genocide, articles on the origins and interpretations of the UK genocide act of 1969, and papers on American foreign policy and genocide prevention. Professor Chalk is a former president of the Canadian Association of African Studies and the International Association of Genocide Scholars. In 2013, on the nomination of General Romeo Dallaire, he was awarded the Queen Elizabeth Second Jubilee Anniversary Medal in recognition of his scholarly contributions to the study of genocide and genocide prevention.

Propaganda and the Role of Ideology in Genocide: The Cases of theHolocaust, Bosnia, and Rwanda; 3. Ordinary Killers: The Cases of the Holocaust,Bosnia, and Rwanda; and 4. Participation activities
Professor Chalk served on the organizing committee of the Max Stern exhibition of theCity of Duesseldorf Museum and is currently a member of the Museum’s ArtRestitution Research Committee. In 2022, the Montreal Holocaust Museum selectedhim to serve as a member of the nine person jury that chose the winningarchitectural design for the new Montreal Holocaust Memorial Museum. He alsoserves on the Steering Committee which is overseeing the design of thepermanent exhibition of the new museum. It is scheduled to open in 2027/2028.
