Please note that the assessment for this bursary is based on your degree requirements. This is not a guaranteed source of funding due to the intricacies of this bursary's guidelines. The questions below detail the protocols for many situations related to the Quebec Perspective Bursary (QPB). Please read through them carefully.

Application submission
Once Concordia confirms your successful completion of the term with the Ministry of Higher Education, the funds will be deposited into your account via direct deposit. You can expect the funds within ten business days of confirmation. However, confirmation by Concordia can be delayed by grade submission and approval processes as applications are validated one at a time.
You will need to apply at the end of each term for which you are eligible for funding. Applications for fall 2025 funding will open in January 2026, and applications for winter 2026 funding will open in May 2027. You will need to re-apply at the end of every term for which you are seeking funding; your application does not automatically renew.
Verify if you are eligible. The Quebec Perspective Bursary guidelines changed as of Summer 2025 so it’s possible you no longer qualify based on the additional criteria. The eligibility criteria can be found on our website.

The deadlines to apply for this bursary are strict, and Concordia cannot submit a request on behalf of a student. Please make sure you are ready to apply in time next term, and keep an eye on this page for the updated deadlines.
The application form is managed by the Québec government. You may contact the Ministry of Higher Education for technical assistance.
You may correct errors in the application after it’s been submitted by completing a declaration of change form. If a direct deposit fails, the Ministry is responsible for contacting you. Concordia does not have access to your application information and cannot make corrections on your behalf.
A student can receive up to $7,500 in combined scholarships, awards and/or bursaries in a calendar year with no impact on their AFE assessment for the academic year. Up to $7,500 in scholarships/awards/bursaries received in 2025 will have no impact on a student’s 2025-2026 AFE assessment. However, 100% of the income from scholarships/awards/bursaries that exceeds $7,500 in a calendar year will be included in AFE’s calculation of a student contribution.

It’s best not to depend solely on this bursary as a means of paying your current semester’s tuition. It is best to have a back-up plan as it can take up to eight weeks to confirm your eligibility. Please note that if you do not pay your tuition and fees on time because you are waiting for your QBP funds, you will be responsible for any late fees incurred due to late payment.
You must apply before the application deadline regardless of whether your grades are final. Don’t wait for your final grades to be posted to your student record! Concordia is responsible for confirming that you successfully passed your term before the Ministry issues a bursary payment. Your request will remain in “pending” status until this confirmation is received.
Quebec Perspective Bursaries are not available for terms prior to fall 2022. The Ministry of Higher Education does not allow for a retroactive application for a past term.
You may check on the status by logging into your application. It may take some time for your status to be updated, because Concordia must confirm the successful completion of your term to the Ministry of Higher Education. Grade submissions and approvals may cause delays in this process.
No, the money you receive from the QPB program is awarded as an incentive to encourage your studies in fields deemed a priority to the province’s workforce planning.
Your application may be pending for two reasons:
Confirmation by Concordia can be delayed by approval processes as applications are validated one at a time. During this validation stage, your application will indicate that the Education Ministry is awaiting confirmation from your educational institution. This is normal and requires no further action on your part.
Your file could be awaiting grade submission. It could be that you are in a year-long course or have a deferred exam and without these courses you do not meet the minimum 12 program credit requirement.
General eligibility
To be “deemed full time” (réputé temps plein) by the Ministry, you must be in one of the following situations: Be a deemed full-time student.
- The application form will ask you to specify your situation and will ask for supporting documentation.
- You completed a courseload below the minimum threshold of 12 credits, but you are considered full-time based on specific course registration criteria, such as an internship completed during the term (Please note that terms that include Co-op internships are not eligible for this bursary).

No. If you are deemed full time for AFE, this does not necessarily mean that you will be considered deemed full-time for the QBP. To be deemed full-time, you will need to:
- Be originally enrolled in part time studies. This means, if you are enrolled in 12 credits and DISC, fail, or repeat a course, your file will be assessed as a full-time student even if you fall under one of the deemed situations.
- Fall under one or more of the deemed full-time situations here.
- You must apply to be deemed through your PBPQ application each time you apply. Your status as deemed full-time doesn’t transfer automatically to future applications.
International students are not eligible to this bursary program. To be eligible, you must qualify as a Quebec resident based on the criteria listed here.

The government of Québec has determined which programs are eligible for this funding.
As of Summer 2025, the QPB is only available to students who remain in the same program and at the same level of education as when they received the bursary before Summer 2025. In other words, to remain eligible at Concordia, you must have been enrolled in a QPB-eligible university program prior to the Summer 2025 semester. This change reflects the new eligibility criteria introduced by the Ministry of Higher Education starting Summer 2025.

Please note that Concordia University had no role in how the programs were grouped and cannot make changes or appeals to the Ministry’s decisions.
It’s possible that transfer students could be eligible to receive the QPB if they transfer from one Quebec University to another if the program they are applying for at the new institution is considered the same program. If you failed your course by the university’s grading policy and did not earn the credits on your initial attempt, then yes, you are eligible if you pass the course you are re-taking. However, if you earned the credits on your initial attempt and are re-taking the course due your faculty’s grade standard, the credits for this course will NOT be eligible since a course may only count once towards your eligibility for this bursary.
You are not eligible for funding for courses you have previously completed successfully. If you have already successfully completed a course, it will not be counted towards your eligible credits the second time you take the course, and this could mean that you are not considered full-time (successful completion of a minimum of 12 credits not previously completed).
Failing a course could impact your eligibility if the failed course reduces your eligible credits to below the 12 credit minimum.
Yes. If you earn 12-degree program credits, you remain eligible.
No. You must earn at least 12-degree program credits worth of coursework per term to be eligible.
No. Courses taken as part of the Extended Credit Program, Mature Entry Program or undergraduate deficiencies are not eligible for QPB funding.
Unfortunately, not. Students cannot receive the Bouse D’excellence aux future enseignants (LBE) in the same academic year. For example, if you received the LBE in Fall 2024 and Winter 2025 (or one of the two semesters), you cannot receive the PBPQ in summer 2025.
A student needs to have been in a QPB eligible program as of Winter 2025.If you transfer from a program that is not eligible for the QPB to an eligible program, you are considered a new student, so you do not fall under the eligible populations for this program.
No, adding or removing a co-op term is not considered a program change and will not affect your eligibility as of Summer 2025.
No, switching from a major to a specialization or honours within the same degree program is not considered a program change and will not impact your eligibility as of Summer 2025.
Only courses that fall within your program's required courses are eligible for funding. Transfer credits received at admission or afterwards do not count towards your eligibility. Courses taken as part of the Extended Credit Program, the foundation year, and Mature Entry Program are also not eligible for QPB funding.
That’s exactly right. Co-op work terms are not eligible under the bursary program. However, you are eligible during your regular, non-internship terms, as long as you successfully complete at least 12 credits.
Education students are eligible for funding during their internships.
You are eligible if you are a Quebec resident enrolled in an eligible program and have earned at least 12 credits during the term that go towards your degree requirements. If you are considering going on exchange, it’s important to know exactly how the courses you will take abroad will count towards the degree requirements for your program. A course being transferable to Concordia does not automatically mean it can and will be applied to your program degree requirements or that the number of credits per course at the host university is the same as at Concordia. You must also verify if there is a maximum number of transfer credits from your exchange that your faculty/program will allow to go towards your degree requirements. Please note that there may be delays in obtaining your grades from the host institution, and this could delay your funding.
Unfortunately, students receiving the Quebec Excellence Scholarships for students in education programs are not eligible for the Quebec Perspective Bursary.
The Ministry of Higher Education evaluates full-time status on a term-by-term basis and not on a full-year basis as Concordia does. A term taken at 9 credits would normally not be considered a full-time load. However, there are exceptions to this rule for non-Co-op internship courses, where successful completion would grant you eligibility.

You need to earn the credits and receive a successful course grade according to the Concordia undergraduate calendar regulations applicable to your course. The Quebec Perspective Bursary program does not have a minimum grade requirement beyond what is listed in the undergraduate calendar.
This would be considered a part-time academic course load, which does not meet the minimum number of credits required for this bursary program.
Although your marks are not in, you must apply after each term, once all your marks are in Concordia will be able to confirm yourenrollment for the bursary.
Students have access to an Academic Requirements Report. The report includes the requirements of your degree and additional plans you are registered in, like an additional major, minor or elective group. You can view a list of courses that will satisfy the requirements, the number of credits you have completed and the number of credits missing. No. Credits for courses that are done in excess of your degree requirements cannot be used in calculating the 12 (or 6 if you are deemed full-time) credits required for eligibility under the Quebec Perspective Bursary program.
Students in Concordia’s Education programs are no longer eligible for the Intern Perseverance and Success Scholars since they are now supported by the QPB. Students are encouraged to apply for the QPB instead.
If your minor credits can fit within your degree program, they could count but it's not guaranteed. If you have a minor or are considering adding one, it's recommended that you email us to see how it could affect your QPB eligibility. Any minor credits that do not fit within your degree program will not be eligible credits towards the QPB.
No. Any courses going towards a second major that is not an eligible QPB degree program does not count towards the QPB.
The Assessment for the QPB bursary is based on the degree requirements of the program you are enrolled in, during the semester for which you are applying for the bursary. For example, if you are enrolled in Electrical Engineering during the fall 2023 semester and would like to apply for the fall QPB, to be eligible you must have completed 12 (or 6 if you are deemed full-time) credits towards the Electrical Engineering degree requirements.
Quebec residency
If you currently have Quebec residency status at Concordia, there is no need to submit any additional documentation; Concordia will confirm your status with the government.
If you believe that you qualify for Quebec residency, but do not currently have that status on file, check to confirm that your situation is among those that qualify, listed here. You may then submit the required documents to have your status updated at Concordia.
If you were granted Quebec residency after W25, you are not eligible for the QPB. The latest a student could become a Quebec resident and be eligible for the QPB is Winter 2025.
No, receiving dual provincial funding for the same academic semester is not allowed. The student must choose one or the other.
You must have official Quebec residency status at Concordia as of Winter 2025 to be eligible. An official letter from the Quebec Protocol office is not sufficient proof of Quebec residency.

1. Please review Concordia’s Quebec Residency Situations and select the situation that applies to you. If you fall under one of the residency situations, please ensure that you have sent all required documentation to Concordia.
2. If you have uploaded all the required documentation and you are still receiving the same refusal letter, it’s possible that you missed the deadline to be considered a Quebec resident for the semester you are trying to apply for. Quebec Residency at Concordia is not granted retroactively. If you are indeed eligible to be deemed a Quebec Resident, this status will only begin once all required documents have been uploaded. 3. If you fall under the Convention Refugee/Protected Persons/Refugee status, unfortunately, you are not eligible for the QPB. You must be a Quebec Resident or Quebec Permanent Resident. However, you may be eligible to apply for the Quebec Loans and Bursaries Program (AFE). For more information on this program, check the Quebec Loans and Bursaries website. For any questions about AFE, you can contact the Financial Aid and Awards Office by emailing fundingyoureducation@concordia.ca or you can visit the office in person.

Refusal
Possible reasons for refusal:
You do not meet either of the additional eligibility criteria (1 or 2) for the program
You are taking courses whose credits go towards your extended credit program (ECP), Mature Entry program (MEP) or undergraduate deficiencies (program prerequisites) and without those credits, you do not meet the 12-credit minimum required for this scholarship.
You took courses that are not a part of your degree requirement and were not approved as electives from your faculty/program.
You DISC’d or failed one or more of your classes and without it, you do not meet the 12-credit minimum.
You received the Bourse D’excellence aux future enseignants (LBE) in the same academic year as you applied for the QBP.
You have done one or more program elective courses in excess of your degree requirements and without these course's credits, you do not meet the 12-credit minimum required for this bursary. To help ensure your eligibility, please be sure to follow your degree requirements closely. If you are unsure about whether you are following your degree requirements, you may contact your faculty advisor.

Other Miscellaneous
You will receive a tax slip which you must attach to your income declaration (tax return). This slip will be available in your Student Financial Assistance File. Revenu Québec does not consider the scholarship to be taxable income.
You must report the PBPQ payment in the tax year you actually received the funds. For example, if you were awarded the Fall 2025 PBPQ, even though the assessment period covers September to December 2024, the payment was issued in 2025. Therefore, you must include it in your 2025 income tax return.
