Quebec Merit Scholarship Program for Foreign Nationals (PBEEE)
Competition for Doctoral, Postdoctoral and Short-term Research Scholarships.
Deadline dates
- Applicants must submit their Pre-Selection Application Package to their Nominating Department at Concordia University by July 31.
- Referees must submit the Letter of Reference (PDF) to the applicant’s Nominating Department at Concordia University by July 31.
- Supervisors must submit the Letter of Acceptance of the Supervisor (PDF) to the applicant’s Nominating Department at Concordia University by July 31 (required for the postdoctoral and short-term research categories only).
- Departments must submit a Nomination Package for each recommended candidate (one pdf document per application) to the School of Graduate Studies via email by August 13.
- If preselected, the candidate will be notified in late September by the School of Graduate Studies and they must create an account in the FRQNet system. The FRQNT will then contact all preselected candidates to complete an electronic form with required documents attached. The deadline date to submit the online application on the FRQNet system is November 1.
Summary of the Programs
The Quebec Merit Scholarship Programs for Foreign Nationals has three components:
- Doctoral research scholarships (V1, 1B, 1C, 1I, 1IS, 1W)
- Postdoctoral scholarships (V2, 2B, 2C, 2I)
- Short-term research or professional development scholarships (V3, 3B, 3C, 3I, 3IS, 3W)
Candidates cannot apply directly to the agency as they must be nominated by a Quebec University. Only candidates nominated by a Quebec University may submit an application to the provincial competition.
Each Quebec University may submit:
- 4 nominations to the unrestricted competition for each competition: V1, V2 and V3;
- 1 nomination for Brazil for each competition: 1B Doctoral; 2B Postdoctoral; 3B Short Term Research;
- 1 nomination for Israel for the two-mentioned competitions: 1IS Doctoral; 3IS Short Term Research. Please take note that there is no postdoctoral competition for this category;
- 1 nomination for India for each competition: 1I Doctoral; 2I Postdoctoral; 3I Short Term Research;
- 1 nomination for Wallonia for the two-mentioned competitions: 1W Doctoral and 3W Short Term Research. Please take note that there is no postdoctoral competition for this category. The Quebec-Wallonia competition is open to Francophone Belgians.

Eligibility conditions and citizenship for all competitions
Candidates:
- Must meet all eligibility conditions at the closing date of the competition, commonly in late October, or a different closing date has to be confirmed for the students preselected by CSC.
- Must have been preselected by a university or the Réseau Trans-tech (a CCTT) before September.
- Must be preselected by the CSC for the Québec-China scholarship.
- Cannot have already received a Merit Scholarship for Foreign Students from MEES, FRQNT or the Fonds de recherche du Québec – Société et culture (FRQSC).
- Cannot be a Canadian citizen or a permanent resident of Canada.
- Cannot have applied for permanent resident status under Canadian immigration law.
Restriction for programs of study:
- Double doctoral degree programs are not eligible.
- Québec-Wallonia scholarship applicants must have previously studied in a French-language university-level institution in Belgium by the time they are granted their scholarship.
Competitions:
- Doctoral Research Scholarship (V1, 1B, 1C, 1I, 1IS, 1W): valued at $25,000 per year for up to three years (tenable within the first nine terms of the doctoral program), and MEES will offer all recipients an exemption from paying the international tuition fees and the medical insurance coverage offered by the Régie de l’assurance maladie du Québec *. All doctoral sessions, funded or unfunded, completed before the scholarship takes effect are used in calculating the eligibility period.
- Postdoctoral Scholarship (V2, 2B, 2C, 2I): valued at $35,000 per year for one year non-renewable. Postdoctoral fellowships are intended for new researchers who obtained their degree no more than two years before the deadline date for the competition or who submitted their dissertation by January 15 following the competition deadline at the latest, the deadline date for the beginning of the fellowship. Postdoctoral research must be conducted in an institution other than the one that granted the Doctorate.
The applicant's doctoral supervisors and co-supervisors may not act as his/her postdoctoral supervisor, even if they have changed institutions.
- Short-term Research or Professional Development Scholarship (V3, 3B, 3C, 3I, 3IS, 3W): valued at $3,000 a month for a period of up to four months (non-renewable). These scholarships are intended for technical and university students (Option A) or researchers who have completed a doctorate no more than five years before the deadline date for the competition (Option B). The research or professional development must be conducted in an institution other than the one at which the student was enrolled when he or she applied.
