1. The ruling party and the Cabinet proposed the referendum to be held on December 13

News of Rwanda, 7th December 2015  “Ma réaction sera basée sur les résultats du référendum … »-Kagame” by Gahiji Innocent, private independent newspaper

• On December 6, during the meeting of the ruling party RPF, President Kagame revealed that the referendum will be the final response which comes from the decision of Rwandans. Members of the party as well as other millions of Rwandans are still expecting that their petitions demanding the amendment of the constitution will enable President Kagame to candidate after 2017.
• Being asked on his possible candidacy in 2017, Kagame responded: “If you want me to react now, it is too soon since my reaction will be based on results of the constitutional referendum.”
• “The Parliament has already finished its work and the Supreme court has shown its opinion. We would like to confirm the date of the referedum at this meeting to make this date public during the next Cabinet meeting,” suggested Kagame.
• Johnson Busingye, the Minister of Justice, confirmed that the legislators have already finished their work. He added that it is up to the President to decide when the referendum take place because it is in his authority.
• Minister Busingye announced that he and other high-profile authorities as well as the RPF would propose December 18, 2015, as the date for the referendum.
