1. 3rd Edition of DDIII program to begin in November
State-owned media

(Agence Congolaise Presse, government-owned news agency, article dated 25 October 2015, in French) Le démarrage d’exécution du programme DDR III fixé en novembre prochain.

  • The third edition of the DDIII (Disarmament, Demobilization, Reintegration) program will begin in November.
  • The decision was made by the Minister for national Defense, ex-serviceman, Réinsertion Crispin Atama Tabe  and David Gressley, special representative  assistant of the Secretary general of the United Nations in DRC.

 

2. Senate approves law for public access of government information
State-owned media

(Agence Congolaise Presse, government-owned news agency, article dated 28 October 2015, in French) Le Sénat vote la proposition de loi relative à l’accès à l’information

  • The Senate voted approving the draft law for public access of information.
  • Senator Moise Nyarugabu initiated this proposal.
  • The text speaks of non-communicable information especially related to security and national defense, the country's foreign policy.

 

3. MONUSCO police reinforce presence in Kinshasa

  • MONUSCO Police reinforced its presence in Kinshasa since the reopening of UNPOL.
  • UNPOL began operational activity on Tuesday.

 

4. FARDC killed 4 Ugandan ADF rebels

(Agence Congolaise Presse, government-owned news agency, article dated 28 October 2015, in French) Quatre éléments des ADF tués par les FARDC près d’Erengeti dans le territoire de Beni

  • FARDC killed 4 Ugandan rebel members from the ADF, attacked happened at a base in Jeriko.
  • In Walikale, regular clashes between Mayi Mayi elements of Nduma group Defence of Congo-renovated (NDC-R) and the FDLR are causing massive civilian displacements. 
5. Resurgence of insecurity in Lubero
Independent/Private media

(L’Observateur, independent/privately-owned newspaper, article dated 29 October 2015, in French) La recrudescence de l’insécurité à Lubero : Une ville-morte déclenchée par la société civile

  • “Ghost town” project was from October 26 – 28. The movement demonstrated a stance against the kidnappings and killings of travellers in Virunga National Park.
  • A minibus was intercepted October 21 at Kahunga by gunmen. One young man was killed, the others taken as captive.
  • October 16, a vehicle from the Catholic parish of Kanyabayonga was attacked. Two people were killed, other travelers kidnapped
