Office of Rights & Responsibilities

We offer impartial, confidential, and independent services to those with concerns about the behaviour of any member of the Concordia community.

We base our work on a number of policies, most notably Concordia’s Code of Rights and Responsibilities.

If you are in immediate danger and are on campus contact Campus Safety and Prevention Services at 514-848-3717 – option 1.

If you are off campus call 911 or contact the police.

Concerned about someone's behaviour?

Do you feel that a member of the Concordia community has engaged in harassment, discrimination, physical violence or threats*? Please contact us to discuss a situation you have encountered or witnessed.

Phone: 514-848-2424, ext. 8659

*For sexual violence or misconduct complaints, please contact the Sexual Assault Resource Centre (SARC) as a first step.

What we do:

  • We offer support, advice and information to students, faculty and staff regarding what to do about behaviour that violates the Code.
  • We work to address and resolve complaints through formal procedures, including hearings, investigations, measures and sanctions.
  • We also use informal procedures to resolve complaints such as clarifying perceptions, mediation and providing strategies for resolution.
  • We coordinate procedures to manage risks and/or threats, and provide guidance to the university in handling urgent cases.
  • We aim to restore harmony, collegiality and cooperation following situations of conflict.
  • We offer workshops and training sessions on topics such as addressing harassment, discrimination, sexual misconduct or violence, and other threatening or violent conduct.

Policies that guide our work

The Code (BD-3) sets the standards of conduct for all members of our community – staff, faculty and students, and applies to incidents that occur on campus, during an on or off campus university-sponsored activity or event, or during an activity or event that has a substantive link to the university. The Code also promotes equity, respect and diversity and seeks to address behaviours such as discrimination, violence, and harassment.

Please consult the Code for a complete list of behaviours.

This Policy (PRVPA-3) applies to all members of the university and addresses incidents on or off campus or online.

The Policy specifically describes and addresses sexual violence and outlines the resources available to university members.

This policy (HR-38) applies to all staff, faculty members and members of the administration.

Any member of the university community who believes that a staff or faculty member engaged in a form of harassment is strongly encouraged to contact the Office of Rights and Responsibilities.

This protocol (linked to policy BD-3) outlines the steps to follow to ensure that the university’s response is well coordinated in urgent situations involving threatening or violent behaviour on campus.

This policy (PRVPA-15) provides a framework for the university to respond effectively and responsibly to students who are in crisis and who may need to take a leave from their studies. The processes outlined in this policy are intended to be supportive, not disciplinary.
