RENA - Registre des Entreprises Non Admissibles aux Contrats Publics

As of June 1, 2012 the Quebec Government has adopted new Legislation pertaining to Public Sector procurement:

The University cannot issue a Purchase Order to a vendor who is registered on the Registre des entreprises non admissibles aux contrats publics (RENA). Please follow the link below and read the instructions carefully before proceeding to buy any goods and/or services. This Registre is available on the website of the Secrétariat du Conseil du trésor at the following address: www.rena.tresor.gouv.qc.ca

The new law applies to all public contracts (including supply contracts, services, construction, P-Card, Corporate card and direct expenses).

The University community must be vigilant in ensuring that vendors with whom it wishes to contract are not listed on the Registre.

It is the responsibility of each end-user to verify the admissibility of each vendor before initiating any purchase.

Note that should a vendor be added to the Registre during the process of WR to PO, the Buyer will notify the end-user in order to proceed with finding an alternate supplier. As for P-Card purchases, each end-user is responsible for verifying the R.E.N.A website for any offending vendors before initiating a transaction.

Non-compliance to this legislation could result in legal sanctioning.
