Concordia University has named Dr. Bernard Shapiro, former Principal and Vice-Chancellor of McGill University, and Canada’s first Ethics Commissioner, as chair of its External Governance Review Committee.

The two other members of the committee are: Dr. André C. Côté, who served as Quebec’s first Lobbyists Commissioner and was formerly Dean of the Faculty of Law and then Secretary-General at Université Laval; and Dr. Glen A. Jones, Professor, Associate Dean Academic and Ontario Research Chair on Postsecondary Education Policy and Measurement at the Ontario Institute for Studies in Education/University of Toronto.

“These distinguished individuals possess a wealth of knowledge and experience in the administration of universities and related governance issues,” says Fred Lowy, President and Vice-Chancellor of Concordia.

“In an effort to be as open and inclusive as possible, I invite all members of Concordia to take this opportunity to make written submissions to the committee.”

The committee will report to President Lowy within 60 days of its first meeting, and its final report will be made public.

The creation of the committee stems from an initiative by the Concordia Senate and Board of Governors to establish an External Governance Review Committee that will address a number of questions on governance. These include making recommendations on the appropriate compositions, mandates and roles of formally constituted governing bodies at Concordia such as the Board of Governors and its committees, the Senate and its committees, as well as the Faculty Councils.

In addition, the committee will consider the appropriate roles of members of these bodies, and comment on the selection process and terms of office for them.

The committee will also review the appropriate relationship between the Board of Governors and Senate, as well as ways to ensure effective communication between the Board of Governors and the overall university community.

Anyone wishing to make a written submission to the Committee should notify the Secretary of the Committee (Ms. Danielle Tessier, or by fax at 514-848-4550) of their intention to do so no later than April 1, 2011. Submissions should reach Ms. Tessier no later than April 15, 2011. The Committee, at its discretion, may request meetings with or further information from those who have made submissions; from persons mentioned in submissions; or from other persons.

Details on the composition and mandate of the Committee, as well as biographical information, are available on the External Governance Review Committee page.
