Cabinet shuffle/Federal election?

Prime Minister Stephen Harper has demoted Julian Fantino from Veterans Affairs minister to junior defense minister and appointed Erin O’Toole to replace him. The move keeps the popular Toronto politician as a member of cabinet in spite of criticism from veterans over his handling of a number of issues in recent months. The shuffle is being viewed by many political observers as just one indication that a federal election could be called as early as this spring.
Two experts from the Department of Political Science can comment on why there is increasing speculation about a spring election.
