Which bodies of water fall under EPA jurisdiction?

October 20 is the deadline for public comment over a proposal by the Environmental Protection Agency (EPA) for new guidelines under the Clean Water Act. The EPA says the guidelines are intended to clarify which bodies of water fall under its jurisdiction. Environmentalists applaud the move while farmers view it as overreach by the EPA.
