1. ISIS strengths its hold over Sirte and sets up institutions in the city

Alwasat (independently -owned online media platform, article dated August 23rd 2015, in English) 'ISIS Emirate of Sirte': Business Registration, Courts, Hisbah, School Segregation

  • Owned of workshop in Sirte confirms that ISIS members in the city have gone around city registering businesses by giving out registration numbers marked with the ISIS official stamp, and requiring these business to complete work imposed on them
  • ISIS has opened an Islamic Sharia Court in the city
  • The ISIS ‘Education Bureau’ has set forth a curriculum revision and is segregating the city’s university by gender

  • Nigerian analyst Jacob Zenn estimates between 80 to 200 Boko Haram fighters in Sirte, the analyst states the openness of migration routes from Nigeria to Libya makes travel straightforward and affordable for the Islamic state to pay smugglers to carry militants and weapons along the route

  • IS fighters executed four persons in Sirte including at least one member of a rival group whose body was put on display
  • A video of the execution was published on social media on Monday
2. Italian coast guards rescue 4400 migrants off Libyan coast

  • Italian navy launched an operation to rescue about 4400 migrants off the Libyan coast after receiving SOS calls from 20 boats
  • The operation has been one of the biggest multinational operations up to now
3. Kidnapped Fezzan TV executive is released after 3 days

  • Fezzan TV executive, Ahmed Imsalm, kidnapped on august 18th was released after 3 days by his kidnappers apparently unharmed, no details given on the freeing by Imsalm or by Fezzan TV
  • In early 2014 3 of the stations reporters were snatched by kidnappers while on their where to an army airbase, the reports were held for a day where they were beaten up and then released
