Ian Irvine addresses the limitations of nicotine caps in vaping

Dr. Ian Irvine, Professor in Economics and C D Howe Research Fellow, recently published an opinion piece in the Financial Post on the consequences of Health Canada's plan to implement nicotine content limits on e-liquid. According to Dr. Irvine, the objective should be to reduce youth use to the extent possible, while making vaping a viable alternative to combustible tobacco for habituated smokers: the assumption that vaping is a gateway for youth to cigarette smoking is mistaken. Limits on nicotine content will dissuade smokers from switching to a much less toxic source of nicotine and may promote an illegal market.
