Told entirely through archival footage, The White House Effect revisits a pivotal moment when the world was ready to act on global warming — and shows how a political fight inside the George H. W. Bush White House changed the course of climate policy.
The film follows the years 1988–1992, as Bush’s promise to use “the White House effect” collides with internal power struggles between Chief of Staff John Sununu, EPA head Bill Reilly, industry interests and climate scientists.
