Yves Giroux served as Canada’s Parliamentary Budget Officer (PBO) from 2018 to 2025. As the third person to hold the position, he led the transformation of the Office of the PBO into what the OECD recognized as the most effective and efficient budget office of its kind in the world. Under his leadership, the Office strengthened Parliament’s capacity to scrutinize government spending by delivering authoritative economic and fiscal forecasts, rigorous policy costings, and clear analysis of the business of supply.
Prior to his appointment, Mr. Giroux held senior leadership roles at the Canada Revenue Agency, the Privy Council Office, and the Department of Finance, where he built extensive expertise in tax, fiscal, and social policy. For more than two decades, he has played a central role in the federal Budget process and is widely regarded as a leading authority on budget-making and government expenditure management in Canada.
Mr. Giroux is a graduate of the Université de Montréal. He now shares his expertise with institutions in Canada and abroad, contributing to stronger fiscal governance and evidence-based policy making.
