Reporting to the Manager, Capital, Rental, and Operating Budgets, the incumbent plans, analyzes, and reports capital budget aspects of the PQI, Concordia capital and other funding sources. He/she acts as primary resource person related to capital project financing functions including funding control, project estimation tracking, government reporting, status reports, etc.

Primary responsibilities

  • Request, collect, consolidate and analyze the capital budget needs for the Project Management unit with a portfolio of over $40M annually; support the capital planning needs of the Strategic Planning and Property Management units.
  • Plan, coordinate and deliver on the annual capital PQI and Concordia capital submission including administration, correspondence with the MEES (for PQI) and financial reporting related to these sources of funding; perform analytical reviews and make recommendations on the approaches for use of PQI and Concordia capital funds.
  • Communicate to project managers/planners/property managers as to the source funding for any given capital project; support all requests for additional funding for capital projects.
  • Monitor expenses and encumbrances on all capital project budgets and make recommendations for budget control mechanisms; prepare projections and reports to ensure that discrepancies between projected and actual results are reviewed, assessed and actively managed ensuring that information management systems are in place to monitor budgets versus actual project costs.
  • Assist all Facilities Management units with capital project financial closeouts, including tracking and cancelling of contracts, the transfer of capital expenses between funds, and the return of funding to source accounts; track end of project financials and ensure projects are reconciled and closed in the University’s financial system, train others, as required, on financial closeout practices.
  • Collaborate with the Administrative Service team to monitor the capital budget planning in order to foresee the eventual impacts on the operating budget and make recommendations.
  • Contribute to the preparation of strategic plans established by the Project Management Office (PMO); ensure that all capital-planning activities are in line with PMO established project prioritization and other strategic initiatives such as dash boarding, capacity planning, etc…
  • Develop, standardize and implement formal programs, which improve capital project financials including procedures, best practices, and skill development and the development of cost databases; provide cost statistics and estimates of all projects from feasibility through closeout and integrate processes and reports required to respect government reporting regulations and internal governance policies.
  • Troubleshoot requests from Financial Services, Treasury, VPRGS, Faculties and other internal units for the capital project budgets, tracking and reporting especially for strategic projects.


  • Bachelor's degree in Commerce or in a field pertinent to the primary responsibilities and four to seven years of relevant budget experience and/or financial analysis
  • Master of Business Administration is an asset
  • Experience with institutional-educational projects desirable.
  • Demonstrated knowledge of construction finances and tracking as well as experience monitoring and controlling construction budgets
  • Solid knowledge of project processes and Public Bodies Regulations
  • Demonstrated leadership experience and problem-solving skills
  • Good knowledge (Level 4) of spoken English and French in order to communicate with internal project stakeholders. Good knowledge (Level 4) of written English and basic knowledge (Level 3) of French to write reports and to respond with sensitivity to queries.
  • Basic knowledge of Word to format documents, and PowerPoint to build presentations using a template; good knowledge (Intermediate Level) of Excel to create and manipulate financial calculations. Experience using MS Project, an asset.
  • Ability to work within a challenging and changing financial environment
  • Excellent organizational, interpersonal negotiation skills and ability to work autonomously and in a team environment.


$78,948.68 – $94,307.60 per annum
