Ian Irvine publishes three Intelligence memos with the CD Howe Institute

Dr. Ian Irvine, Professor in Economics and C D Howe Research Fellow, shared three Intelligence Memos on Tobacco Harm Reduction. The federal government and provincial governments are currently striving to formulate regulations that govern and will govern vaping in Canada. The three memos published by the C D Howe Institute are aimed at influencing public policy and public debate from the standpoint of the philosophy of harm reduction.
