Daniel Baril is the Director General of the Institute for Cooperation in Adult Education. From 2000 to 2015, he was responsible for policy analysis in adult education for the same organization. Mr. Baril specializes in adult education policy analysis and the implementation of the right to education. He sits on various bodies, including the Board of Directors of Qualification Québec and he is chairing the Board of Directors of the UNESCO Institute for Lifelong Learning.

Mr. Daniel Baril will illustrate the role of two organizations within the adult education policy process, the Institut de cooperation pour l’éducation des adultes (ICÉA) and the UNESCO Institute for Lifelong Learning (UIL). By highlighting the contributions of those two organizations, Daniel Baril will describe the adult education policy formation process and elaborate on the content of main documents. M. Baril will conclude by sharing some thoughts on major issues in adult education policies.
