The Government of Quebec recently amended legislation including the Act Respecting Contracting by Public Bodies (the “Act”) and created a registry of enterprises that are ineligible to contract with public bodies (Registre des entreprises non admissibles aux contrats publics or RENA).
Effective immediately, members of Concordia University must search the RENA before spending or committing university funds for goods or services (either directly with a vendor or through Purchasing Services) regardless of the amount, to ensure that the name is not listed on the registry.
This applies to all expenditures of the university, be it for multi-million-dollar contracts, a piece of equipment for a lab or a flight reservation to attend a conference.
“The university’s compliance with the Act and its associated regulations is obligatory. The university is unconditionally committed to full compliance with the Act and we ask each of its members to do their part.” stated General Counsel Frederica Jacobs.
