On March 12, Concordia’s Board of Governors held a tele-conference to discuss matters that needed to be addressed prior to the regularly scheduled meeting in April.
Ad Hoc Committee on Performance Indicators
The creation of an Ad Hoc Committee on Performance Indicators was approved. This committee will review the current indicators in use and will recommend a series of performance indicators to be used by the Board to benchmark the university’s progress in achieving its goal of becoming one of Canada’s top five comprehensive universities, as outlined in the Strategic Framework. The committee will make its recommendations with input from the university community.
Annual Financial Report to Quebec Government
The Board approved the Rapport financier annuel for the academic year ending April 30, 2011. This report is in addition to the university’s regular financial statements, which were approved by Board November 17, 2011.
Broadcasting and Recording of Board Meetings
The Board tabled a motion to prohibit any private recording or broadcasting of its meetings, with the exception of authorized recording by Instructional and Information Technology Services to broadcast open sessions of the Board to an overflow room. The subject has come up at the last three Board meetings, and has also been raised in Senate meetings. The Board’s Ad Hoc Governance Review Committee will now review this motion and make a recommendation to the full Board.
Letter from Quebec Education Minister
The Board discussed the letter sent by Quebec Education Minister Line Beauchamp in reference to severance payments made to senior personnel in recent years. In the letter, the minister announces the imposition of a fine, though the specific time frame and payment schedule have yet to be communicated.
On March 2, the Board unanimously adopted a resolution mandating a review of human resources processes and practices that were used in recent years with respect to senior management personnel who departed before the end of their contracts. An external audit firm will conduct the review under the auspices of the Board’s Audit Committee.
