Dr. Frederick H. Lowy was appointed Rector and Vice-Chancellor of Concordia University by the Board of Governors on August 15, 1995, for a five-year term which has now been renewed until 2005. In June of 2004, his title was officially changed to President and Vice-Chancellor.
Dr. Lowy is a former Dean of the University of Toronto's Faculty of Medicine and the founder and former Director of the University of Toronto's Centre for Bioethics. He is an Officer of the Order of Canada, Fellow of the Royal College of Physicians and Surgeons, a Life Member of the Canadian and American Psychiatric Associations and the American College of Psychiatrists. He is also a member of the Canadian Medical Association and the International Psycho-Analytical Society. He holds honorary doctorates from the University of Toronto and McGill University.
In addition to his past duties at the University of Toronto's Centre for Bioethics and as Professor of Psychiatry, Dr. Lowy was the first Chair of Canada's Tri-Council (Medical Research Council, Natural Sciences and Engineering Research Council, Social Sciences and Humanities Research Council) Working Group on Ethics of Research on Human subjects (1994-1995) and Vice-Chair, Hospital Restructuring Committee, Metro Toronto District Health Council (1994-1995). A professor in the University of Toronto's Department of Psychiatry from 1974 until 1995, he served as department Chair from 1974 to 1980; he was Dean of the Faculty of Medicine from 1980 to 1987. Dr. Lowy's previous medical appointments include positions at the Cincinnati General Hospital, the Ottawa Civic Hospital and the Toronto General Hospital. He was also Director and Psychiatrist-in-Chief of Toronto's Clarke Institute of Psychiatry, and served for many years as a consultant to numerous research foundations and hospitals.
Dr. Lowy is a member of the Board of Directors of the Association of Universities and Colleges of Canada (AUCC); Vice-President of the ConfÈrence des recteurs et des principaux des universitÈs du Quèbec (CREPUQ); Member of the Council of the Association of Commonwealth Universities (ACU). Dr. Lowy is a past member of the Board of Directors of the Montreal Board of Trade and of Centraide (Montreal); and a former board member of the National Ballet of Canada. He has been a trustee of several Toronto Hospitals, and the Ontario Cancer Institute. He chaired on Ontario Government inquiry into the pharmaceutical industry (1988-1990) and held numerous professional editorial posts, including Editor of the Canadian Journal of Psychiatry.
Dr. Lowy is married to Mary Kay Lowy (Dr. M.K. O'Neil). They have four children and four granddaughters.
