“The 1994 Rwandan genocide was so brutal and horrifying that it called into question the credibility of the United Nations and resulted in Canada taking a leadership role in creating the Responsibility to Protect doctrine to help the international community prevent future mass atrocities. Concordia's Will to Intervene Project builds upon the lessons of the Rwandan genocide and supports the United Nations and national governments in preventing and interdicting atrocity crimes.
