1. Clashes between ISIS and Shura council continue in Derna

  • Light/medium weapons and artillery were used in the clashes
  • Derna is also experiencing a fuel and gas crises
2.The Constitutional Drafting Assembly (CDA) cannot decide on new capital

The Libya Observer (independently owned online media platform, article dated October 15th  2015, in English) “CDA returns to Bieda; the capital still an issue”

  • CDA members will meet again in Beida on 20 October
  • Disagreement over whether Libya should have 1 or 2 captials
  • The CDA’s head, Ali Tarhouni, told The Libya Observer that the final constitutional draft would be ready by 20 October
