The recent decision of the Supreme Court of Canada on the Senate reference has made it clear that the abolition of the Senate can only occur with a resolution of the Senate, House of Commons and of the legislature assembly of each province.

This is not likely to happen any time soon. So if it is not possible to “ditch the Senate” what can we do to use it better to make it more credible?

There are several ways to develop an answer:

  • look to origins of the Senate;
  • define more clearly the role of the Senate vis à vis the House of Commons;
  • consider non constitutional reforms to improve the credibility of the Senate

All three can serve to bolster a broader recognition of the role of the Senate as a complementary Chamber of the House of Commons.
