Threat to net neutrality?

Last Thursday, the Quebec Liberal government announced its Quebec Economic Plan, which could potentially threaten net neutrality in the province. The Couillard government would like to see a levy on internet connections to support the arts and will try and block online gambling sites. Fenwick McKelvey, assistant professor in the Department of Communication Studies, can talk about the impact that this may have on Quebec.
