Note

Scope
Reporting to the Executive Director, Budget Planning and Business Development, the incumbent will monitor and control the Vice-President Service’s operating and capital budgets to ensure that expenses follow the plan defined by the Executive Director and approved by the Vice-President. He or she will also provide direction for, and oversight of, the business unit management team and ensure that the overall performance of the sector meets the University’s strategic goals and fiscal objectives.
Primary responsibilities
- Provide specialized advice and/or informed opinions on how to ensure optimal financial results.
- Perform financial planning, funding development, formalization, implementation, forecasting, and budgeting and measurement processes of return on business activities; implement business cases and strategic plans as approved by the Executive Director and Vice-President.
- Analyze and monitor all operating and capital budgets to ensure they are within their allotted financial parameters and of a value beyond the threshold established by the Executive Director.
- Review the unit’s budget allocations and quarterly forecasts in collaboration with Financial Services; provide financial identification, analysis, evaluation and recommendation of opportunities with respect to overall business operations.
- Report variances, issues, anticipated deficits and surpluses to Executive Director.
- Functionally oversee (dotted-line) the budget officers of the sector within the scope of budget planning and monitoring of expenses.
- Monitor and coordinate the compilation and the analysis of data necessary to the decision-making process.
- Recommend and participate in the implementation of improved financial, accounting and operational processes.
- Review and monitor all expenses charged to Office of the Vice-President, Services.
- Participate in University committees and/or act as the Executive Director’s representative on any related committee as assigned.
- Perform any additional duties or special projects as required by the Executive Director or the Vice-President, Services.
Requirements
- Bachelor's Degree in a related field and a minimum of four to seven years’ experience in a related field.
- Thorough knowledge of the University environment is highly desirable.
- Excellent interpersonal and communication and negotiation skills, along with proven leadership abilities.
- Demonstrated ability to facilitate planning processes, direct and manage projects within established deadlines and parameters.
- Ability to interpret complex situations and resolve conflicts with professionalism and discretion.
- Good spoken and written English (level 4) and French (level 3) in order to prepare reports, documents correspondence and to communicate with internal and external contacts.
- Intermediate knowledge of Outlook, Word, Excel, PowerPoint and Access to prepare documents, spreadsheets, presentations, and to work with databases.
Salary
$62,844.09 – $75,104.50 per annum
